You have spent weeks analyzing customer feedback, scoring features against your framework, and building an evidence-based case for your recommended priorities. You walk into the planning meeting with data, conviction, and a clear recommendation. Then the CEO says ‘I was talking to a friend at a conference, and I think we should build Feature X instead.’ The room shifts. The data is politely acknowledged. Feature X goes on the roadmap. Your analysis goes in a drawer.

This is the HiPPO problem — the Highest Paid Person’s Opinion overriding evidence-based product decisions. It is endemic in product organizations of every size, from startups where the founder IS the HiPPO to enterprises where executive sponsors override product teams with regularity. The HiPPO is not always wrong — executives often have genuine strategic insight. But when the HiPPO’s opinion consistently trumps evidence without evaluation, the product organization’s decision-making degrades, PM morale erodes, and the product drifts from customer reality.

Understanding Why the HiPPO Happens

The HiPPO dynamic is not caused by executive arrogance (usually). It is caused by an information vacuum. When prioritization is based on opinions rather than transparent evidence, the most authoritative opinion wins by default. Executives are accustomed to making decisions with incomplete information — it is a core part of their job. In the absence of compelling data, they fall back on their judgment, which is informed by their own conversations, their own perspective, and their own pattern recognition.

The PM’s challenge is that their evidence is often invisible to the executive. The PM knows that forty-seven customers across three channels have requested Feature Y. The executive does not — they know that one important contact at a conference mentioned Feature X. From the executive’s perspective, they are contributing a data point. From the PM’s perspective, the executive is overriding forty-seven data points with one anecdote. But if the forty-seven data points were never presented, the executive cannot be blamed for not weighing them.

The solution is not to fight the HiPPO. It is to change the information environment so that evidence is visible, shared, and central to the conversation before the HiPPO can form an opinion in a vacuum.

Strategy 1: Pre-Empt with Data

The most effective anti-HiPPO strategy is pre-emption: presenting evidence before the meeting where decisions will be made. Share the priority ranking, the scoring criteria, and the evidence behind each feature’s score in advance. When the executive arrives at the meeting, they have already seen that Feature Y has forty-seven signals across three channels and a high AI priority score, while Feature X has zero customer evidence.

Pre-emption works because it shifts the burden of argument. Without pre-shared evidence, the default is opinion-based discussion, and the HiPPO starts with the advantage of authority. With pre-shared evidence, the default is evidence-based discussion, and anyone proposing an alternative must explain why the data is wrong or incomplete — a much harder argument to make.

Strategy 2: Make the Tradeoff Explicit

When an executive proposes adding a feature, never simply absorb it into the roadmap. Instead, immediately surface the tradeoff: ‘Feature X is a viable addition. To make room for it, we would need to deprioritize one of these three currently planned features. Which would you like to defer?’

This is not passive-aggressive — it is honest resource management. Development capacity is finite, and every addition requires a subtraction. Making the tradeoff explicit forces the executive to evaluate their preference against the opportunity cost, rather than treating the roadmap as infinitely expandable.

Most executives, when confronted with the concrete tradeoff, either reconsider their suggestion or engage in a genuine discussion about relative priority — which is exactly the conversation you want to be having.

Strategy 3: Use AI Scoring as the Neutral Third Party

One of the most powerful applications of AI-driven prioritization scoring is its function as a depersonalized, neutral authority. When the PM says ‘I do not think Feature X is a priority,’ it sounds like a personal opinion — and in a contest of opinions, the executive wins. When the scoring system shows that Feature X ranks fifteenth based on customer evidence, strategic alignment, and effort-adjusted impact, the same conclusion is presented as an analytical finding rather than a personal judgment.

The PM can say: ‘I ran Feature X through our scoring framework. It scores well on executive interest but has zero customer evidence, does not align with any active objective, and would require significant engineering effort. Here is where it lands relative to our current priorities.’ The data makes the case. The PM is presenting findings, not defending a position.

This depersonalization is critical because it removes the interpersonal dynamic that makes the HiPPO problem so difficult. The PM is not disagreeing with the executive. The evidence is.

Strategy 4: Create a HiPPO Lane

Some organizations find it effective to create an explicit allocation for executive-sponsored initiatives — a designated percentage of capacity (typically 10 to 20 percent) reserved for ideas that come from leadership without requiring the same evidence threshold as customer-driven features.

This approach has several benefits. It acknowledges that executives sometimes have strategic foresight that data does not yet reflect. It prevents executive ideas from displacing evidence-backed priorities in the main roadmap. It creates transparency about how capacity is allocated. And it gives the PM a framework for the conversation: ‘We have capacity for one executive-sponsored initiative this quarter. Is Feature X the one you want to use it on?’

Building a Culture Where Evidence Wins

Ultimately, the HiPPO problem is a cultural problem. It persists in organizations where decisions are made by authority rather than evidence. The long-term solution is not a set of tactical maneuvers but a cultural shift toward evidence-based decision-making at every level.

This cultural shift starts with tools that make evidence visible, accessible, and central to the decision process. When every feature in the backlog is scored against transparent criteria, when every score is backed by traceable customer evidence, and when every stakeholder can access the same data, the information asymmetry that enables the HiPPO dissolves. Executives cannot override data they have never seen. When they can see it, most of them will respect it — because the best executives are not trying to override their teams. They are trying to make good decisions, and they will use good data when it is available.

MindBacklog makes evidence the loudest voice in the room.
