The CEO can no longer sit in every planning session. The VP of Sales does not have direct access to the PM’s prioritization rationale. Engineering leadership learns about roadmap changes secondhand. The result is misalignment that manifests as priority disputes, resource conflicts, and the political maneuvering that flourishes whenever strategic information is unevenly distributed.

A product council is the organizational mechanism that restores alignment at scale. It is a regular forum where cross-functional leadership reviews product priorities, evaluates evidence, and ratifies decisions — without micromanaging the product team’s daily work. When designed correctly, a product council gives the PM team a mandate backed by organizational consensus. When designed poorly, it becomes a committee that slows decisions and diffuses accountability.

The Council Charter

Every effective product council starts with a written charter that defines its purpose, scope, and operating rules. Without a charter, the council drifts — expanding its scope into tactical decisions, losing attendance as members question its value, or becoming a rubber-stamp forum that ratifies decisions already made.

The charter should define the purpose in one sentence: ‘The Product Council ensures cross-functional alignment on product strategy and investment priorities.’ It should explicitly state what the council decides (strategic direction, quarterly theme allocation, resource distribution across products) and what it does not decide (feature-level scope, sprint-level planning, design decisions). This boundary prevents the council from becoming a bottleneck for operational decisions.

The charter should also define the information the council requires to make decisions. At minimum, this includes the evidence-based priority ranking (with signal counts and scoring), the current roadmap with status, competitive intelligence highlights, and any resource constraints or organizational changes that affect capacity. When this information is prepared in advance — ideally by AI pre-analysis — the council meeting focuses on decisions rather than information gathering.

Membership and Roles

The council should include five to seven members representing the functions most affected by product decisions. A typical membership includes the Head of Product (who presents recommendations and owns follow-through), the CEO or GM (who provides strategic direction and resolves cross-functional conflicts), the CTO or VP Engineering (who represents technical feasibility and capacity), the VP Sales (who represents market demand and revenue impact), and the VP Customer Success (who represents retention and customer health).

Keep the membership tight. Every additional member adds discussion time and reduces the council’s ability to make crisp decisions. Functions that need visibility but do not need decision authority — marketing, finance, support — should receive the council’s output (decisions and rationale) as a communication, not as council members.

The Head of Product typically facilitates the meeting and owns the preparation. They present the data, frame the decisions, and make recommendations. The council’s role is to challenge, validate, and ratify — not to originate priorities. If the council is generating priority suggestions rather than evaluating the PM’s recommendations, the PM function is underperforming and the council is compensating.

Cadence and Format

Monthly cadence works for most organizations. Weekly is too frequent — priorities do not change weekly, and the meeting becomes a status update rather than a strategic forum. Quarterly is too infrequent — misalignment accumulates between sessions, and the meeting must cover too much ground to be productive.

A sixty-minute format with a fixed agenda keeps the meeting focused. The first fifteen minutes cover the state of the roadmap: what shipped since last meeting, what is in progress, and any status changes. The next thirty minutes address the decision agenda: features recommended for promotion, features recommended for deferral, resource allocation changes, and any strategic shifts. The final fifteen minutes cover emerging topics: competitive developments, market changes, or organizational factors that may affect future planning.

Preparation is more important than the meeting itself. The Head of Product distributes the AI-generated priority ranking, the evidence summaries, and the specific decisions to be made at least 48 hours before the meeting. Council members arrive having reviewed the materials and formed preliminary views. The meeting is for discussion and decision, not for first exposure to the data.

Decision Rights: The Critical Design Element

The single most important element of the council charter is the definition of decision rights. Who decides what? Without explicit decision rights, every topic becomes a group debate with no clear resolution mechanism.

A practical decision rights model: the Head of Product decides feature-level priorities within the strategic themes ratified by the council. The council ratifies quarterly strategic themes and resource allocation across products or themes. The CEO has override authority on any decision but exercises it rarely (and when exercised, the rationale is documented). Engineering leadership has veto authority on technical feasibility — if engineering says something cannot be done in the proposed timeline, that assessment is accepted without debate.

This model gives the PM team authority over day-to-day prioritization while ensuring that strategic direction has cross-functional buy-in. The council provides the mandate. The PM team executes within it.

Making the Council Evidence-Based

The council’s quality is directly proportional to the quality of information it operates on. When the council reviews priorities backed by AI-generated evidence — signal counts, sentiment analysis, competitive cross-referencing, objective alignment scores — the discussion is grounded in data rather than opinion. The HiPPO dynamic (highest paid person’s opinion) is neutralized because every council member sees the same evidence.

AI pre-analysis for council meetings generates the materials the council needs: a ranked priority list with evidence summaries, a roadmap status update with risk flags, and a competitive intelligence digest. The Head of Product reviews and annotates these materials with strategic context before distributing them. The council receives comprehensive, current, and defensible information without requiring hours of manual preparation.

MindBacklog provides the evidence-backed materials that make product councils productive — scored priorities, signal evidence, competitive intelligence, and roadmap status.
